E-governance initiatives in PWD started as early as 2012.Being a major department spending lion’s share of the budget allocation for infrastructure development, Government listed PWD as the first department for launching the e- governance initiatives and issued orders dated 18.8.2012. The inception to the initiatives was through the new software PRICE (Project Information and Cost Estimation) for preparation of estimates. The software would later be extended to the allied sectors including contractor’s registration, tender approval, agreement, quality control and preparation and passing of contractor’s bills.

Software PRICE was launched in Buildings wing of PWD during January 2014. It has been made mandatory that all estimates shall be prepared, submitted and processed only through PRICE. Hence steps are afoot to induct PRICE in the Roads wing of PWD, Electrical & Mechanical and also the other departments and organisations dealing with public works Irrigation, Harbour Engineering, LSGD Urban & Rural.

Project Information and Cost Estimation (PRICE) is a total solution for estimate preparation and online approval. It is developed for the Public Works Department, Kerala. PRICE is based on CPWD Schedule of Rates, Specification, Rate Analysis and cost index. Central Public Works Department, Government of India (CPWD) releases the revised version of Analysis of Rates and Schedule of Rates every year.

For every state, CPWD has incorporated Cost index to get a normalised rate for preparing the estimates. Initially the software was developed based on Delhi Schedule of Rates (DSR) 2012 which was later updated to DSR 2013. PRICE was developed with provision to dynamically generate the data book as and when new DSR is published by the CPWD and presently estimates are preparing based on 2014 DSOR. Facilities for preparation of estimate, online submission of estimates to higher offices, Administrative Sanction, Technical Sanction, maintaining A.S. and T.S. registers, preparation of BOQ and preparation of Local Market Rate Justification estimate are available in the software.

  • Automatic generation of BOQ which can be exported to the e-tender portal.
  • Automatic generation of LMR justification estimates
  • View of current status of an estimate by all officers
  • Display of latest Government orders and department news
  • SoR, Cost Index and LMR SoR can be edited only by the Administrator and automatic re calculation of estimates to new SoR and Cost Index at any level without forwarding to section office.
  • Details of officers handling a file including their Permanent Employee Number (PEN) and action initiated by each officer can be viewed in the file history of each estimate.
  • Management Information System (MIS) reports can be generated
  • Transparency in estimate preparation and file movement
  • Possibility of manipulation in a detailed estimate or Local Market Rate Justification estimate eliminated.
  • Speedy approval of estimates which reduces delay in issue of AS & TS, tendering, preparation of LMR Justification estimate and tender approval.
  • Centralised user management system.
  • Paper less movement of files.

Demonstration of the PRICE software was done for familiarisation by the team of officers entrusted with the support of NIC during November 2013 at Kozhikode, Thrissur, Thiruvalla and Thiruvananthapuram. Engineers and technical staff of Buildings wing participated.

District coordinators were nominated in all districts during the training programme for effective guidance in the use of the software. The suggestions received during the training programmes were incorporated in the software before it was launched on 1st January 2014.
